When Central Valley governments meet
Meeting schedules as standing rules, not as a calendar of dates. A rule holds until the body changes it; a date list goes stale in a week.
We track 23 bodies so far, out of an estimated 300 to 500 or more across the region. Eight counties, 62 incorporated cities, and several hundred school and special districts. The list grows as bodies are verified.

Madera is the only county here whose meeting rule we could read in the ordinance itself rather than off a web page. Its code sets both the days and the hour.
County government in this region meets during working hours
This is the most consequential pattern we found, and it is uniform.
All eight county boards convene on a Tuesday morning, between 9:00 and 10:00 a.m. Not one of them holds a routine evening session, with a single exception: Stanislaus County sits at 6:30 p.m. on the third Tuesday of each month, except July. That is one evening meeting per month, in one of eight counties.
In a region whose economy runs on agriculture, food processing, logistics, and oilfield work, that means the level of government responsible for unincorporated communities, public health, and the sheriff's budget is unreachable for anyone working a day shift, in seven counties out of eight.
City councils are the opposite. Every council here except Fresno's meets in the evening, between 5:15 and 7:00 p.m. The counties and the cities have made opposite choices, and the county is the one covering the rural, poorer, and less served parts of the map.

Clovis is the outlier worth noticing. Three council meetings a month, on the first, second, and third Mondays, where the rest of this market meets twice a month or less. If you are used to another Valley city's rhythm, Clovis will catch you out in the opposite direction from everywhere else: there is more government here, not less.
Fresno is the other outlier. It is the only city council in this market that meets in the morning, at 9:00 a.m., rather than the evening.

Every school board here opens with a closed session
All five districts that publish both times start in closed session, between one hour and one hour forty-five minutes before anything public happens.

Stockton Unified is the trap. Its own published cadence sentence reads "Board meetings are held every 2nd and 4th Tuesday of every month starting at 4 p.m." The 4 p.m. is the closed session. The part you can attend starts at 5:45 p.m. A parent reading only that sentence arrives an hour and forty-five minutes early.

The air district runs its board meeting over a video teleconference system linking all three offices, and states that members of the public may attend in person at any of them or join remotely by Zoom. It is the only body tracked here that you can attend from three cities. Source: Governing Board information.
Where a schedule is blank, and why
A schedule comes from the ordinance, charter, bylaw, or the body's own written statement of its rule. Where we have only observed dates, the field stays blank rather than being filled with a guess. Four bodies are blank or partial, and Fresno accounts for three of them.
Fresno cannot be given a day of the week
Fresno County states only "9:30 A.M. on scheduled Tuesdays" and points to a separate schedule document. Third-party sites say "first and third Tuesdays." That is wrong: the county's own Legistar calendar showed August 2026 meetings on the 11th and 25th, which are the second and fourth Tuesdays. We are publishing the county's wording and linking its calendar.
City of Fresno publishes a 9:00 a.m. start time, and its Municipal Code section 2-301 says the Council "shall hold regular meetings and shall provide the time, place, and manner of holding its meetings by resolution." The resolution is the rule, and we could not read it. Every Fresno council meeting we saw listed falls on a Thursday, but an observed pattern is not a rule, so the day stays blank.
Fresno Unified publishes a date list carrying its own disclaimer: "Approval of these dates will not preclude either additions or changes at any time." That is a calendar, not a cadence.
So the largest city in this market, its county, and its school district are the three bodies here whose meeting day we cannot state from a rule. Check the posted calendar for all three.
Merced City Council
The city's own council meetings page could not be read on the verification date. We have the session times from its published agendas, 5:00 p.m. closed and 6:00 p.m. regular, and the address. The day-of-month rule is unset rather than inferred from the Legistar date pattern.
Stockton City Council meets somewhere, and two city pages disagree where
This one is worth stating plainly because it is an address, not a footnote.
- The meeting agenda header and the Legistar calendar both say Council Chamber, City Hall, 501 W. Weber Ave, Building 1, Stockton. The City Clerk's own office address is also 501 W. Weber Ave, Building 1.
- The city council landing page says City Council Chambers at City Hall, 425 N. El Dorado Street, 2nd Floor.
The agenda is the legally noticed document and is the better bet, and Stockton has moved City Hall, which is the likely explanation. But we are not resolving a street address silently on a page whose whole purpose is telling people where to go. Confirm with the City Clerk at (209) 937-8458 before you travel.
Clovis Unified's bylaw and its calendar do not match
Board Bylaw 9320 sets the second and fourth Wednesday. The district's own published 2026-27 date list frequently departs from that, including a third-Wednesday meeting in November 2026 and a Friday annual organization meeting in December 2026 starting at noon. Both documents are the district's. Read the date list, not the bylaw.
Before you go
Check the current agenda. Holiday weeks, budget sessions, and special meetings move things. Kings County cancels its Tuesday meeting outright when Monday is a holiday, Madera and Clovis both push to the next business day, and Visalia moves to Tuesday. Those four are the only holiday rules any of the 23 bodies publishes, and the other 19 are not established.
Verified 2026-08-15. Schedules were checked against each body's own site, ordinance, bylaw, or agenda on that date. "Not established" means we have not confirmed it, not that it does not exist. The body's own page is authoritative.
